The fifth round of consultations on the establishment of the Shanghai Cooperation Organization Development Bank was held on 14–15 September 2026 in Hangzhou, the People’s Republic of China, under the joint chairmanship of the Chinese and Pakistani sides.
There was a thorough exchange of views on the operational parameters of the SCO Development Bank. Representatives from 29 states and officials of the SCO Secretariat took part in the event. The consultations proceeded in a constructive atmosphere.
The political decision to establish the SCO Development Bank was adopted at the Meeting of the SCO Council of Heads of Member States (Tianjin, 1 September 2025). The Tianjin Declaration of the Council of Heads of State notes that the interested SCO member states, affirming the importance of establishing the SCO Development Bank, resolved to set up the Bank and intensify consultations on a broad range of issues related to the functioning of this financial institution.
In the Bishkek Declaration of the SCO Council of Heads of Member States (Bishkek, 1 September 2026), the member states noted the progress made on the establishment of the SCO Development Bank in the format of interested member states during the chairmanship of the Kyrgyz Republic and stressed the importance of continuing work in this area.
