The core policy documents governing economic cooperation within the Shanghai Cooperation Organisation (SCO) include: the SCO Development Strategy until 2035; the Memorandum between Governments on the Main Objectives and Areas of Regional Economic Cooperation and the Launch of the Process to Create Favourable Conditions for Trade and Investment (2001); the Programme ofMultilateral Trade and Economic Cooperation of the SCO Member States (2020); the SCO Economic Development Strategy until 2030; and the Action Plan for its implementation.
In accordance with decisions of the SCO Heads of State Council and the SCO Council of Heads of Government (Prime Ministers), mechanisms have been established in the form of meetings of heads of relevant ministries and/or agencies in such areas as trade, investment, finance, transport, agriculture, energy, manufacturing, standardisation, plant quarantine and audit.

In addition, several expert meetings were held to prepare ministerial-level events.

The Department of Economic Affairs within the SCO Secretariat coordinates cooperation and promotes interaction among SCO Member States in the above areas.
