The Meeting of the Heads of Emergency Response Agencies of the SCO Member States was first held in 2002.
This mechanism focuses on coordinating cooperation in the prevention of emergency situations and ensuring emergency relief, maintaining contacts between the competent agencies of the SCO member states, preparing proposals for the Heads of State Council and the Heads of Government Council on improving cooperation on emergency response within the SCO, developing cooperation programmes and projects, coordinating and controlling their implementation, as well as sharing experience and information on emergency response.
Eleven meetings of the SCO Heads of Emergency Response Agencies have been held since 2002.
During the latest 11th meeting, held as part of India’s chairmanship in New Delhi on 20 April 2023, the participants adopted an Action Plan to implement the SCO Intergovernmental Agreement on Cooperation in Emergency Prevention and Response for 2023-2025.
