On 16 September 2026, at the invitation of the Ministry of National Defense of the People's Republic of China, SCO Secretary General Nurlan Yermekbayev attended the 13th Beijing Xiangshan Forum.
The Forum opened with a speech by Chinese Minister of National Defense Dong Jun, who set out China's approach to strengthening peace and stability, building international consensus, and improving global security governance.
The Secretary General addressed the first plenary session, themed "The International Order and Strategic Stability,". He presented SCO approaches to the ongoing transformation of the international order, the strengthening of global security governance, and the maintenance of strategic stability.
Nurlan Yermekbayev stressed the SCO's commitment to shaping a more just multipolar world order based on international law, equal cooperation, and the central coordinating role of the United Nations. "The member states have expressed their readiness to deepen interaction that can serve as a basis for building a space of equal and indivisible security in Eurasia," he noted.
In his remarks, Nurlan Yermekbayev also briefed the participants on the SCO's practical work in the field of security, including its multi-level political dialogue mechanisms, the activities of the Organization's specialized bodies, the development of confidence-building measures, and cooperation with the UN and other international organizations.
The first plenary session was also attended by UN Under-Secretary-General for Peace Operations Jean-Pierre Lacroix, ASEAN Secretary-General Kao Kim Hourn, and senior representatives of the defense agencies of Vietnam, Thailand, Singapore, Russia, and France.
The Beijing Xiangshan Forum (originally the Xiangshan Forum) was initiated by the Chinese Association for Military Science (CASM) in 2006 as a platform for high-level dialogue on security in the Asia-Pacific region.
