On 11 September 2026, at the initiative of the Secretariat of the Shanghai Cooperation Organisation, a briefing was held by Secretary General Nurlan Yermekbayev for the heads of diplomatic missions and permanent representatives of the SCO member states on the outcomes of the meeting of the Council of Heads of State of the Organisation in Bishkek, Kyrgyzstan.
The Secretary General informed the high-ranking guests about the outcomes of the SCO Summit and the "SCO Plus" meeting held on 31 August – 1 September. In particular, he noted the adoption of the Bishkek Declaration, the signing of the Protocol on Amendments and Additions to the Charter, the approval of the regulations on specialized bodies in the field of countering challenges and threats, as well as the adoption of decisions and statements on areas of cooperation.
Nurlan Yermekbayev emphasized that the Bishkek Summit was held at a high level and marked a new stage in the development of the SCO. The decisions adopted create a basis for further deepening practical cooperation within the framework of the Organisation.
Ambassador of the Kyrgyz Republic to the PRC Aktilek Musaeva noted the successful completion of Kyrgyzstan's chairmanship of the SCO and expressed gratitude to the member states for their unwavering support. She paid special attention to the significance of the Bishkek Summit, held in the year of the Organisation's 25th anniversary, and to preserving the "Shanghai Spirit" as the foundation of mutual trust, equality and cooperation. She noted the key results of Kyrgyzstan's chairmanship in the areas of security, political-diplomatic, economic and humanitarian fields, and emphasized the importance of implementing the decisions of the heads of state of the member states.
Ambassador of Islamic Republic of Pakistan to the PRC Khalil Hashmi presented the priorities of his country's upcoming chairmanship of the SCO under the motto "Turning Vision into Action: Connectivity, Innovation and Shared Prosperity." He outlined the development of transport, trade, energy and digital connectivity, innovation and responsible development of artificial intelligence, strengthening cooperation in the fields of energy, social protection, disaster relief, healthcare, culture and sports, and interaction in the field of security and countering terrorism. Pakistan confirmed its readiness to work closely with the member states, the Secretary General and the SCO Secretariat in order to practically implement the decisions of the Bishkek Summit.
During the briefing, a lively exchange of views and discussion of current issues of the Organisation's development took place.
