On 7–10 September 2026, a delegation of the Secretariat of the Shanghai Cooperation Organisation, headed by Deputy Secretary-General Piao Yangfan, took part in the Global Public Security Cooperation Forum in the city of Lianyungang, Jiangsu Province, China.
The theme of the Forum was "Unite to advance public security governance, bring stability to aturbulent world."
The event was attended by more than 2,100 delegates from 139 countries, territories and international organisations, including heads of law enforcement agencies, experts and representatives of relevant circles.
At the opening of the Forum, State Councilor and Minister of Public Security of China Wang Xiaohong delivered remarks. He emphasised the need to comprehensively address development and security issues and to enhance the role of the Global South in global public security governance, and also stressed the importance of jointly responding to transnational threats amid the increasingly complex international situation and rapid technological transformations.
The Forum featured eight thematic sub-forums, including on international cooperation in combating terrorism, as well as on scientific and technological means and equipment for ensuring public security.
In her remarks, Deputy Secretary-General Piao Yangfan informed the participants about the SCO's contribution to ensuring shared prosperity and universal security in the region and the world as a whole, as well as about the important agreements reached by the heads of SCO member states on jointly countering traditional and new security challenges and threats following the Bishkek summit of 1 September 2026.
It was emphasised that the responsible, safe and effective use of artificial intelligence, information and telecommunication technologies, and other achievements of scientific and technological progress must be ensured for the benefit of the common and long-term interests of humanity.
The Organisation's commitment to the universal norms and principles of international law enshrined in the UN Charter was reaffirmed, as was the SCO's readiness to cooperate with interested states, international organisations and multilateral associations whose activities are not directed against the interests of the Organisation and its member states, with a view to maintaining international peace and stability.
The Secretariat delegation also toured the exhibition of scientific and technological means and equipment for ensuring public security and visited the Lianyungang Centre for the Protection of Minors.
