On June 28 – July 1, 2026, the China–SCO Forum of Judges of Regional Courts was held in Shanghai under the theme "Deepening Interregional Judicial Cooperation for High-Quality Regional Development." The event was organized by the Shanghai People's High Court and Shanghai University of Political Science and Law at the China–SCO International Legal Training and Cooperation Center. More than 100 delegates from China, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan, Uzbekistan, and the SCO Secretariat took part in the Forum.
Shen Liang, Vice-President of the Supreme People's Court of the People's Republic of China, held a meeting with the heads of delegations and attended the opening ceremony of the Forum.
In his remarks at the opening ceremony, Mr. Jiao Huaixin, Counsellor of the SCO Secretariat, noted that judicial cooperation is an important factor contributing to the strengthening of the rule of law and mutual trust across the SCO space. He emphasized that the Forum's theme reflects the spirit of the times and the pressing needs of the Organization's member states. He noted the symbolic significance of holding the Forum in Shanghai — the city where the SCO was established , especially as it coincides with the Organization's 25th anniversary and the 20th anniversary of the mechanism of meetings of the presidents of supreme courts. He stressed that the outcomes of the Forum will contribute to the development of cooperation in this field.

During the event, participants discussed issues of interregional judicial cooperation within the SCO framework. Consensus was reached on such areas of cooperation as judicial training, the application of artificial intelligence in judicial proceedings, judicial support for cross-border trade, and the optimization of the legal environment for doing business.
The delegates also visited the Shanghai High People's Court and the First Shanghai Intermediate People's Court, where they learned about case proceedings and the progress of the digital transformation of the judicial system.
