On March 12, 2026, in Astana, the delegation of the Shanghai Cooperation Organisation Observation Mission led by Deputy Secretary-General Oleg Kopylov was received by the Chairman of the Central Referendum Commission (CRC) for the adoption of the new Constitution of the Republic of Kazakhstan, Nurlan Abdirov.
The Chairman of the CRC confirmed his readiness to fully support the work of the Mission. The delegation was briefed on the key regulatory documents concerning the preparations for the voting, as well as on the measures being taken by the country's leadership to ensure transparency and inclusiveness of the expression of will. These include the use of digital technologies for promptly informing citizens and creating conditions for the realization of voting rights for all categories of the population, including persons with disabilities.

The SCO Deputy Secretary-General expressed gratitude to the Kazakh authorities for creating all the necessary conditions for the observation process, informed them about the regulatory framework and the Mission's working model, and wished the Kazakh side a successful referendum.
