On March 3-4, 2026, a meeting of the Group of Experts of the Shanghai Cooperation Organization on International Information Security (IIS) was held in Moscow under the chairmanship of the Russian side. This Group was established in 2006 to counter challenges and threats in the information sphere.
The experts analyzed the outcomes of cooperation among the SCO member states in this specialized area and agreed on approaches for preparing the Plan of Interaction of the SCO Member States on Ensuring International Information Security for 2026-2028.
Furthermore, the participants considered aspects of interaction among SCO member states in the field of IIS on international platforms. This included discussions on developing an additional protocol and rules of procedure for the Conference of States Parties to the UN Convention against Cybercrime, as well as the launch of the global mechanism for achievements in the field of information and communications technology (ICT) in the context of IIS and the promotion of responsible state behavior in the use of ICTs within the IIS framework at the United Nations.

The first organizational session of the global mechanism will take place on March 30-31 in New York. This body will replace the UN Open-Ended Working Group (OEWG) on security of and in the use of ICTs as the permanent global negotiating platform on IIS.
Meeting participants also exchanged views on a draft statement by partner countries on the need to counter the threats of using ICTs for subversive and terrorist purposes.
Cooperation among SCO member states in ensuring information security is a crucial area of the Organization's activity.
