On January 6, 2026, the International Ice and Snow Forum on the theme "Ice and Snow Interaction and Mutually Beneficial Cooperation" was held in Harbin, China. The event was organized by the Office of the Harbin Leading Group for the Implementation and Promotion of the China-SCO Ice and Snow Sports Demonstration Zone and took place as part of the 42nd Harbin International Ice and Snow Festival.
The Forum was attended by representatives from Chinese central and local government bodies, including Deputy Secretary-General of the SCO Committee on Good-Neighborliness, Friendship and Cooperation of China and Vice Mayor of Harbin City, as well as a delegation from the Secretariat of the Shanghai Cooperation Organization led by Deputy Secretary-General T.R. Midhun.

In his welcoming address, T.R. Midhun noted that Harbin rightfully holds the title of China's "Ice Capital," where the development of winter sports, culture, and technology are harmoniously combined. The Deputy Secretary-General emphasized that the Festival reflects the shared values of SCO member states, such as mutual respect, cultural diversity, and commitment to peaceful development. He highlighted the event's contribution to popularizing winter sports and promoting sustainable tourism, demonstrating how climate characteristics can serve as an additional source of economic growth.
He expressed confidence that the Festival will continue to make a significant contribution to strengthening humanitarian ties in the region.
