On November 27, 2025 a meeting took place in Bishkek between Piao Yangfan, Deputy Secretary-General of the Shanghai Cooperation Organization, who heads the SCO Observer Mission for the early elections of deputies to the Jogorku Kenesh of the Kyrgyz Republic, and Tynchtyk Shainazarov, Chairperson of the Central Commission for Elections and Referenda (CCER).

The Chairperson of the CCER expressed gratitude to the Mission for its participation in observing the electoral process. He assured the Mission of the readiness to facilitate its work, informed about the key regulatory documents adopted in preparation for the election campaign, and outlined measures aimed at conducting transparent, inclusive, and fair elections. These measures include the introduction of remote electronic voting technologies, the use of digital capabilities for prompt notifications, and the guarantee of voting rights for all citizens, including those with disabilities.
