On November 20-21, 2025 the 11th International Scientific and Practical Conference of the Shanghai Cooperation Organization Regional Anti-Terrorist Structure (SCO RATS) was held in Tashkent. The event was attended by over 150 representatives from competent authorities, expert and academic circles of SCO member states, the Organization's dialogue partners, and a number of authoritative international structures. They discussed a wide range of issues, including the experience in countering the "three forces of evil" – terrorism, separatism, and extremism.
The plenary session featured addresses by Director of the Executive Committee of the SCO RATS Ularbek Sharsheev, Chairperson of the SCO RATS Council Farreha Bugti, SCO Deputy Secretary-General Piao Yangfang, CIS Deputy Secretary-General Nurlan Seitimov, Head of the CIS Anti-Terrorism Center Evgeny Sysoev, UN Secretary-General's Special Representative Kaha Imnadze, and Director of the SCO Center for People's Diplomacy in Uzbekistan Kobuljon Sobirov.
In her remarks Piao Yangfang highlighted the important role of the SCO in building and reforming the global governance system including the field of security. She noted the significance of the consensus among the heads of SCO member states on combating the "three forces of evil," which was confirmed following the Tianjin Summit on September 1 this year.
The Deputy Secretary-General emphasized the need for a comprehensive approach to countering both traditional and new security challenges and threats, the unacceptability of double standards, and the importance of preventing the spread of radical ideology, religious intolerance, xenophobia, aggressive nationalism, and ethnic and racial discrimination.
She also stressed that the fight against the "three forces of evil" must be systematic in order to eradicate the underlying factors that contribute to their emergence. In this regard it was stated that it is necessary to strengthen solidarity and trust between countries, intensify inter-civilizational exchanges, ensure sustainable security and development, and enhance international cooperation with the United Nations playing a central role.
