The Second International Forum “Sustainable development of mountain territories” was held from 1−3 October 2025 in Makhachkala, Russian Federation. The event was organised by the Interparliamentary Assembly of the Commonwealth of Independent States (IPA CIS) and the Government of Dagestan.
It brought together more than 700 high-ranking participants, including parliamentarians, representatives of relevant government agencies, experts, members of the diplomatic corps, and delegates from the Shanghai Cooperation Organisation (SCO), BRICS, and other international and regional associations.

The opening ceremony featured addresses by Head of the Republic of Dagestan Sergei Melikov, Deputy Speaker of the Federation Council Inna Svyatenko, and Secretary General of the IPA CIS Council Dmitry Kobitsky.
During a panel discussion, SCO Deputy Secretary-General Sohail Khan outlined the current state and future prospects of trade and economic cooperation within the SCO. He highlighted, in particular, the outcomes of the Organisation’s summit held on 1 September 2025 in Tianjin, China.
International Forum for the Development of Mountain Regions
Following the forum, a set of proposals was developed. These initiatives are aimed at improving legislation to ensure the protection of mountainous areas, strengthening region-to-region and cross-border cooperation, promoting eco-tourism and sports, and enhancing the quality of life for people living in these regions.
