On September 16, 2025, a plenary session was held at the Patriot Expo complex (Moscow Region, Russia) as part of the 2nd International Technological "Congress Digital Compass of the Shanghai Cooperation Organization: a course towards trusted technologies".
The event was attended by representatives of the Organization's member states, in particular, Russia, India, China and Pakistan, as well as the dialogue partner Myanmar. The SCO secretariat was represented by Deputy Secretary General Sohail Khan.

The discussion focused on the standardization of end-to-end technologies in industry while reducing dependence on external factors and strengthening technological sovereignty. The role of "trusted digital technologies" for the SCO, principles and standards of artificial intelligence in critical industries, including nuclear energy, as well as specific measures and joint initiatives to strengthen trust and ensure technological security in the Organization's space were discussed.
The SCO Deputy Secretary General, in particular, noted that the key tasks today are the development of artificial intelligence based on respect for the sovereignty of states, the coordination and integration of strategies, regulatory rules and technical standards, the promotion of safe and responsible improvement of relevant technologies, the development of trusted artificial intelligence systems. At the same time, it is necessary to maintain a balance between technological progress and national security, and jointly promote proper regulation of the relevant sphere.

The participants of the plenary session agreed that only by working together will countries, primarily in the SCO space, be able to achieve success in the field of digital technology development and at the same time confidently resist cyber threats.
The event was held as part of the Russian presidency of the Council of Heads of Government (Prime Ministers) of the SCO member states.
