On September 9, 2025, at the Secretariat of the Shanghai Cooperation Organization (SCO) in Beijing, a briefing was held by the Secretary General, Nurlan Yermekbayev, for the ambassadors accredited to the People's Republic of China who represent observer states and dialogue partner countries of the SCO. The event was also attended by the Permanent Representatives of SCO member states at the Secretariat.

The Secretary General reported on the key outcomes of the SCO summit meetings held in Tianjin on August 31–September 1, including the meeting of the Council of Heads of State and the “SCO Plus” format. It was emphasized that the summit, as a whole, marked an important milestone that sets the long-term directions for the Organization’s development. At the same time, a distinctive feature of the leaders’ meetings was the achievement of results and decisions with practical significance.

During the briefing, there was also an exchange of views on the prospects for expanding the participation of observer states and dialogue partners in SCO agenda events, with a focus on implementing the Roadmap for Strengthening Cooperation among Member States and Dialogue Partners adopted in 2024.

Nurlan Yermekbayev expressed the hope that the activities of observers and dialogue partners would complement the efforts of SCO member states in addressing new challenges and threats, as well as in the development of economic and cultural-humanitarian cooperation.
The Secretary General answered a number of questions concerning various aspects of the Organization’s activities.
