On September 4, 2025, in Qingdao (PRC), SCO Deputy Secretary-General Batir Tursunov took part in the opening ceremony of the China-SCO Center for Scientific, Technological and Innovative Cooperation.
In his speech, the Deputy Secretary-General noted that the Tianjin Declaration of the SCO designates scientific and technological cooperation, the innovative transformation of member states’ economies, the strengthening of their competitiveness, and the joint search for solutions to overcome global and regional challenges as priority areas of interaction.

B. Tursunov recalled that at the “SCO Plus” meeting on September 1, 2025, the establishment of the China-SCO Center for Scientific, Technological and Innovative Cooperation in the China-SCO Pilot Zone in Qingdao, Shandong Province, PRC, was announced. In this context, it was emphasized that the creation of the aforementioned Center became an important step toward the implementation of the agreements reached by the leaders of the SCO member states and an outstanding contribution by China to strengthening multilateral partnership based on the principles of the “Shanghai Spirit.”
The opening ceremony was attended by more than 200 representatives of government bodies, diplomatic circles, researchers, and cultural figures from more than 10 countries. Within the framework of the event, separate joint projects of SCO member states in the field of scientific and technological cooperation were launched, and a presentation was held with the participation of relevant universities.
