On 4–5 July 2025 in Guiyang (Guizhou Province, People’s Republic of China), Deputy Secretary-General of the Shanghai Cooperation Organisation Jakenesh Kain participated in the Global Ecological Forum, which is held annually by the People’s Government of Guizhou Province and is regarded as an authoritative international platform for the exchange of experience in sustainable development, environmental protection, and green economic transformation.
Speaking at the opening ceremony, Jakenesh Kain highly praised China’s efforts to promote international environmental cooperation and noted that the Global Ecological Forum had established itself as an effective platform for dialogue and partnership in addressing environmental challenges and achieving the Sustainable Development Goals. He emphasised that the theme of this year’s event – “Global Development for Green Transformation” – aligns with the SCO’s priority of sustainable development and environmental protection.

As part of the Forum’s main programme, the Deputy Secretary-General also delivered a report at the plenary session “Best Practices in Green Development and Sustainable Transformation” on the SCO’s experience and initiatives in the area of environmental cooperation. He briefed participants on the results of the SCO Year of Ecology (2024), during which key documents were adopted, including the “Joint Approaches of SCO Member States to Address Environmental Problems,” the “Plan of Action for the Implementation of the SCO Green Belt Programme,” as well as statements on waste management and ensuring access to clean water and sanitation.
In the context of the declared SCO Year of Sustainable Development (2025), Jakenesh Kain provided information on the organisation’s plans and priorities, including such key new initiatives as the “SCO Green Forest” project. He also invited partners to take part in the SCO Forum on Sustainable Development, to be held in Xi’an.

On the sidelines of the Forum, there was also a collective meeting between foreign delegations and the leadership of Guizhou Province, headed by Vice-Governor Yan Tungang. Speaking as a representative of the invited foreign guests, Jakenesh Kain noted the active role of Guizhou Province in advancing the sustainable development agenda and expressed gratitude for the warm welcome and the attention given to issues of international environmental cooperation.
The Forum was attended by over 1,000 delegates, including representatives of international organisations, governments, academia, and business.
