On 4 November 2024, SCO Secretary-General Zhang Ming took part in the international conference on countering terrorism and its financing held as part of the Dushanbe Process in Kuwait.
The high-level conference, Strengthening International Counter-Terrorism Cooperation and Building Agile Border Security Mechanisms – The Kuwait Phase of the Dushanbe Process, was organised by the Government of the Republic of Tajikistan, the Government of the State of Kuwait, and the UN Office of Counter-Terrorism.
The opening ceremony was attended by President of Tajikistan Emomali Rahmon, Crown Prince of Kuwait Sabah Al-Khaled Al-Sabah, and Under-Secretary-General of the UN Office of Counter-Terrorism Vladimir Voronkov.
In his remarks at the ministerial session, Zhang Ming presented the SCO’s vision in the context of the current international and regional situation, outlining its principled position in countering the “three evil forces” (terrorism, extremism, and separatism). He told meeting participants about the current activities by the SCO members as well as the results achieved in developing a common antiterrorism policy, improving counter-terrorism mechanisms, and promoting international cooperation in this area. Zhang Ming emphasised the determination to continue to support the Shanghai spirit and interact with the global community in order to jointly ensure international and regional peace and security.
The conference was attended by foreign, defence and security ministers from over 50 countries of Eurasia, Africa, and the Middle East, as well as heads of diplomatic missions, international and regional organisations.
For reference: The Dushanbe Process, a mechanism of the High-Level International Counter-Terrorism Conference, was created in 2018 and is held jointly by the UN Office of Counter-Terrorism, the Government of Tajikistan, partner countries, and international organisations. The current Conference was held outside Tajikistan for the first time.
