The Shanghai Cooperation Organisation’s Observer Mission monitored the preparations for and holding of elections to Milli Mejlis of the country at the invitation of the Foreign Ministry of the Republic of Azerbaijan from 30 August to 1 September.
The Mission, headed by SCO Deputy Secretary General Nuran Niyazaliyev and comprising 16 representatives from eight SCO member states (the Republic of Belarus, the Islamic Republic of Iran, the Republic of Kazakhstan, the People's Republic of China, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan) and the Organisation's Secretariat visited 57 polling stations in Baku and its environs.

During their visit, the SCO observers spoke with the chairs and members of local electoral bodies, national and international observers, and media representatives. Mission members were present at the opening and closing of polling stations and during the vote counting.
On 2 September, Nuran Niyazaliyev held a news conference in Baku, where the head of the SCO Mission announced the Mission's Statement on the results of monitoring the parliamentary elections in the Republic of Azerbaijan.
