On 7 December 2023, SCO Secretary-General Zhang Ming met with newly appointed Ambassador of the State of Kuwait to the People’s Republic of China, Jasem Ibrahem Al Najem. During their conversation, the officials exchanged opinions on prospects for expanding Kuwait-SCO relations in accordance with a memorandum on granting SCO dialogue partner status to Kuwait.
The Ambassador praised the SCO’s activities and reaffirmed his country’s interest in strengthening and expanding cooperation with the Organisation still further. He also noted that Kuwait wanted to become actively involved in cooperation within the SCO.
Zhang Ming noted the SCO Secretariat’s readiness to provide the required assistance to involve Kuwait in cooperation within the organisation. He informed the Ambassador about the Organisation’s main events.

The memorandum of understanding on granting SCO dialogue partner status to the State of Kuwait was signed on 5 March 2023 in Panaji, the Republic of India, and entered into force on 7 November 2023.
