On 24 August 2020, SCO Secretary-General Vladimir Norov presented an SCO Certificate to SCO Deputy Secretary-General Xie Xiaoyong whose term of office is expiring.
Vladimir Norov noted the important contribution that Mr Xie Xiaoyong had made to carrying out the main SCO Secretariat's functions as regards the drafting of concluding documents of the SCO Heads of State Council (HSC) meetings, as well as the Foreign Ministers Council meetings, the Defence Ministers Council meetings and the meetings of the Heads of the SCO Countries Counter-Narcotics Agencies.
The Secretary-General noted Mr Xie Xiayong's active assistance to the joint political and diplomatic work of the SCO member states in the area of counter-terrorist and counter-narcotics operations, as well as in maintaining sustainable contacts with state and municipal agencies of the People's Republic of China.
In turn, Mr Xie Xiaoyong thanked the SCO Secretary-General and all members of the SCO Secretariat's team for the years of joint work in the interests of the Organisation and expressed hope that their friendly and business-like relations would be preserved in the future.
From August 2018 to August 2020, Mr Xie Xiaoyong acted as Deputy SCO Secretary-General from the People's Republic of China and headed the Department of Political Affairs.
