On 27 September 2019, SCO Secretary-General Vladimir Norov had a meeting with UN Under-Secretary-General Rosemary DiCarlo in New York.
Vladimir Norov noted that the SCO attached great importance to cooperation with the universal international organisation. "UN-SCO relations have become an example of effective cooperation between organisations. The aim of this collaboration is to supplement the efforts carried out by the UN and its specialised agencies to maintain international peace and security, regional economic development, as well as cultural and humanitarian cooperation," he said.
The SCO Secretary-General acquainted Ms DiCarlo with the main results of the Bishkek summit. Along with other international treaties, the SCO signed memorandums with the UN Office for the Coordination of Humanitarian Affairs and the World Tourism Organisation on the sidelines of the summit, which call for the further development of practical contacts between these organisations.
Vladimir Norov thanked Rosemary DiCarlo for the special attention being paid by the UN Department of Political and Peacebuilding Affairs to boosting relations between organisations and reaffirmed the SCO's commitment to further strengthen global cooperation in the fight against terrorism, with the UN's central coordinating role, by the full implementation of the relevant UN Security Council resolutions and the Global Counter-Terrorism Strategy.
UN Under-Secretary-General Rosemary DiCarlo praised the role of the SCO and its contribution to resolving problems of regional security and stability as well as efforts to counter emerging global challenges and threats. She added that expanding UN-SCO relations highlighted the overlapping interests of the two organisations.
Mr Norov and Ms DiCarlo exchanged opinions on topical international matters, the situation in Afghanistan, as well as the role of regional organisations in maintaining stability and security. The sides also discussed the organisation of joint thematic events involving the UN specialised agencies and the SCO Secretariat.
Rosemary DiCarlo who assumed the post of UN Under-Secretary-General for Political Affairs on 1 May 2018 heads the UN Department of Political and Peacebuilding Affairs.
She advises the UN Secretary-General on peace and security issues globally, while overseeing "good offices" initiatives and field-based political missions carrying out peacemaking, preventive diplomacy and peace-building activities in Africa, Europe, the Middle East, Central and Southeast Asia and the Americas.
