On 1 November 2017, SCO Secretary-General Rashid Alimov sent a message of greetings to President-Elect of the Kyrgyz Republic Sooronbai Jeenbekov. The message reads, in part:
"Your victory shows the high level of trust the people of Kyrgyzstan have in you and your policy to maintain stability and to improve the population's well-being.
"It was a great honour for me to head the Mission of Monitors from the Shanghai Cooperation Organisation to oversee preparations for and holding of the election of the President of the Kyrgyz Republic on 15 October 2017. Members of the SCO Mission recognised these elections as open, free and democratic and also noted that the latest presidential election had become an important step in furthering democratic processes in the Kyrgyz Republic.
"I would like to express my confidence that, under your wise leadership, the Kyrgyz Republic will continue to make a contribution to strengthening multilateral cooperation within the framework of the Shanghai Cooperation Organisation."
The SCO Secretary-General wished President-Elect Jeenbekov good health, new successes, well-being and all the best, as well as peace and prosperity to the people of Kyrgyzstan.
