On 26 September 2023, SCO Secretary-General Zhang Ming took part in the SCO’s first Television Festival in Nanjing, Jiangsu Province, organised by the National Radio and Television Administration of China with support from the Publicity Department of the Central Committee of the Chinese Communist Party.
Speaking at the opening ceremony, Zhang Ming noted the important role of the media and television in distributing factual information about the organisation’s activities in the world, strengthening the positive image of the SCO on the global stage, and countering fake news that casts a slur on the organisation. He also emphasised the importance of the SCO Agreement on Mass Media Cooperation of 2019, wherein the parties agreed to create favourable conditions for the wide and mutual distribution of information by the mass media, provide assistance in broadcasting television and radio programmes and shows, train talented experts, etc.
The Television Festival comprised three panel sessions on the following subjects:
· Building a political dialogue;
· Preparing content on the SCO member states;
· Introducing innovation and contact building in ICT.

The festival also featured an exhibit of television and audio content from the SCO member states.
The event brought together ministers and deputy ministers from the SCO member states and observer states responsible for information development, television and radio broadcasting, as well as journalists and media experts. The parties agreed that this era of rapid digital transformation dictates new rules of behaviour in the media environment. The event participants discussed media achievements and information trends in their countries and exchanged experience in interacting in the media sphere, television and radio broadcasting, innovative technology and video content production.
The festival was organised at the initiative of Chinese President Xi Jinping and was proposed at the meeting of the SCO Heads of State Council in September 2022 in Samarkand, Uzbekistan.
