On 25 March 2021, the 75th session of the UN General Assembly adopted by consensus Resolution 75/69 Cooperation between the United Nations and the Shanghai Cooperation Organisation during its 58th meeting.
The document drafted by Tajikistan, which holds the SCO Chairmanship in 2020-2021, was co-authored by all the SCO member states plus Azerbaijan, Belarus, Cambodia, Kiribati and Costa Rica.
The resolution acknowledges the constructive role of the Shanghai Cooperation Organisation in securing peace and security and recognises the SCO as a crucial regional organisation addressing security in the region, in all its dimensions, including in cooperation with relevant regional organisations.
The resolution highlights the SCO countries' commitment to pursue the implementation of the goals outlined in the 2030 Agenda for Sustainable Development and to achieve a pacific settlement of regional disputes under Chapter VIII of the UN Charter.
It also recognises the efforts of the SCO states to build the SCO region into a region of lasting peace, friendship, prosperity and harmony, in accordance with the Treaty on Long-term Good-neighbourliness, Friendship and Cooperation signed on 10 August 2007.
The UN General Assembly recalled that in its resolution 71/14 it noted the aspiration of the SCO states to promote stability and the maintenance of international peace and security. It noted in this regard the 18th meeting of the SCO Council of Heads of State, held in Qingdao, China, on 9 and 10 June 2018, as well as the 19th meeting, held in Bishkek, Kyrgyzstan, on 13 and 14 June 2019, and the 20th meeting, held under Russia's chairmanship on 10 November 2020 in video format.
The document recognises the SCO states' efforts to promote counter-terrorism cooperation and welcomes in this regard the protocol on cooperation between the SCO Regional Anti-Terrorist Structure and the UN Office on Drugs and Crime, signed on 22 July 2012.
It also notes constructive cooperation between the SCO RATS and the UN Office of Counter-Terrorism, including the UN Counter-Terrorism Centre, in implementing the UN Global Counter-Terrorism Strategy, as well as cooperation between the SCO RATS and the Counter-Terrorism Committee Executive Directorate within the framework of the Memorandum of Understanding on cooperation between these two entities signed on 25 March 2019.
Recognising the role of the SCO in combating drugs, based on the outcome of the 30th special session of the General Assembly on the world drug problem, held in New York from 19 to 21 April 2016, the resolution encourages the SCO to continue such cooperation in this field. It also mentions the signing of the Memorandum of Understanding between the SCO Secretariat and the UN Office on Drugs and Crime in June 2011.
The document notes the memorandums of understanding the SCO Secretariat signed with ESCAP and UNESCO, as well as the organisation's efforts to promote cooperation with other regional organisations, including the CSTO, the CIS, ASEAN, the Conference on Interaction and Confidence-building Measures in Asia (CICA) and the Economic Cooperation Organisation (ECO), as well as with the International Committee of the Red Cross.
The resolution expressed the conviction that strengthening cooperation between the UN and other organisations of the UN and the SCO helps to promote the UN goals and objectives.
In light of the above, the UN General Assembly proposes that the UN Secretary-General continue to hold regular consultations with the SCO Secretary-General through the existing inter-agency forums and formats, including the high-level interactive dialogue of the UN Secretary-General with the heads of the regional organisations and other organisations held annually.
It is also proposed that the specialised agencies, organisations, programmes and funds of the UN system cooperate with the SCO with a view to jointly implementing programmes to achieve their goals.
The document also contains a request that the UN Secretary-General submit to the General Assembly at its 77th session a report on the implementation of the present resolution on cooperation between the UN and the SCO.
The UN General Assembly decided to include in the provisional agenda of its 77th session, under the item entitled "Cooperation between the United Nations and regional and other organisations," the sub-item entitled "Cooperation between the United Nations and the Shanghai Cooperation Organisation."

The observer status for the Shanghai Cooperation Organisation in the General Assembly was approved on 2 December 2004.
A Joint Declaration on Cooperation between the Secretariats of the UN and the SCO was signed on 5 April 2010. A number of UNGA resolutions concern cooperation between the UN and the SCO, including resolutions 64/183 of 18 December 2009, 65/124 of 13 December 2010, 67/15 of 19 November 2012, 69/11 of 11 November 2014, 71/14 of 21 November 2016 and 73/334 of 30 August 2019.
