On 18-19 March 2021, Tajikistan chaired a series of videoconferences of expert working groups on law enforcement and suppression of drug-related crime, as well as on improving the legal framework for anti-drug cooperation as part of the Conference of the heads of competent authorities for combating illicit drug trafficking of the SCO member states.
Representatives from the relevant agencies discussed the current drug situation in the SCO countries as well as the most recent trends in the development of legal regulation and law enforcement practice in the field of drug control at the national levels.
Work on the draft updated Action Plan on the implementation of the Programme of Action for the SCO Anti-Drug Strategy for 2018-2023 received considerable attention, and so did the possibility of the creation of a SCO anti-drug agency.
Following the meetings, the parties agreed on the need to further consider the current aspects of anti-drug cooperation in a multilateral format during the Meeting of Senior Officials in Dushanbe on 21-22 April 2021.

SCO Anti-Drug Strategy for 2018-2023 and the Programme of Action for its implementation was approved on 10 June 2018 at the SCO Summit in Qingdao. The documents provide for cooperation between the parties in about 40 measures aimed at countering drug trafficking, the prevention of drug addiction and the rehabilitation of drug addicts, as well as the expansion of relevant contacts with relevant international organisations.
