On 23 February 2021, SCO Secretary-General Vladimir Norov held a meeting with permanent representatives to the SCO Secretariat, during which he presented an SCO Certificate of Appreciation to Aizada Subakozhoyeva to mark the end of her term in office as SCO Deputy Secretary-General.
In his remarks, Vladimir Norov spoke highly about the contribution Aizada Subakozhoyeva had made to the progressive development of the organisation and to strengthening its international prestige.
He pointed out that the organisation had intensified its collaboration with research and analysis centres, media outlets and social media networks. In addition to the annual SCO Forum meetings, the organisation also held conferences and forums on current issues of SCO development together with analytical agencies from China, Russia, India, Pakistan, Austria, Singapore and Canada. News conferences and briefings were held regularly and efforts were made to ensure broad media coverage of SCO activities.
The SCO Secretary-General noted that under the guidance of Aizada Subakozhoyeva the Information and Analysis Department of the SCO Secretariat helped to boost cooperation between the SCO member states within the framework of the SCO Expert Group on International Information Security, the Special Working Group on Modern Information and Telecommunications Technologies and interaction with the member states' research centres and public diplomacy institutions.
Vladimir Norov emphasised the active contribution to and participation of Aizada Subakozhoyeva in the SCO media forums, the SCO Women's Forum, the first SCO Political Parties Forum, the first SCO Youth Assembly, the SCO Issyk-Kul Marathon and many other SCO events.
In 2021, the Issyk-Kul SCO Run the Silk Road Marathon received a World Athletics label, which means that its winners can take part in the Olympic Games.
The SCO Secretary-General pointed out that Aizada Subakozhoyeva also "chaired the Organising Committee of the SCO's 4th Kunming International Marathon, which was held on 1 December 2019 and was attended by 19,927 athletes from 52 countries. Following the event, the marathon was awarded a World Athletics silver label. During the COVID-19 pandemic, she worked energetically to attract humanitarian aid for SCO member states. She also made a large personal contribution to the success of the SCO Summit held in Bishkek in June 2019 and to Kyrgyzstan's Chairmanship of the SCO in general," Vladimir Norov said.
Permanent Representative of Tajikistan to the SCO Secretariat Muhammad Egamzod congratulated Aizada Subakozhoyeva on the successful completion of her diplomatic mission and expressed gratitude for her assistance to the permanent representatives and appreciation for her work at the SCO Secretariat.
Aizada Subakozhoyeva expressed deep gratitude to SCO Secretary-General Vladimir Norov for his all-round support and thanked permanent representatives to the SCO Secretariat and the Secretariat workers for their fruitful joint activities to strengthen the Shanghai Spirit.
Between February 2018 and February 2021, Aizada Subakozhoyeva held the positions of SCO Deputy Secretary-General from the Kyrgyz Republic and head of the Information and Analysis Department of the SCO Secretariat.
