On 18 December 2020 in Beijing, SCO Secretary-General Vladimir Norov had a meeting with the ambassadors of the ASEAN member states to China.

Vladimir Norov thanked the ambassador of Thailand for the invitation and noted that ASEAN is one of the SCO's valuable partners with which the organisation plans to expand mutually beneficial cooperation and organise joint events.

The Secretary-General informed the ASEAN ambassadors' delegation about the outcome of the meetings of the SCO Heads of State Council and the SCO Heads of Government Council that took place in November under the chairmanship of Russia and India, respectively. He also stressed that in 2021 the SCO would mark its 20th anniversary, and a number of commemorative events are planned within the organisation along with several joint projects with regional and international structures, including ASEAN. In this context, Vladimir Norov mentioned the importance of expediting the approval and fulfillment of the calendar of events between the SCO Secretariat and ASEAN for 2021-2022.

The ambassador of Thailand informed the Secretary-General about the results of the recent ASEAN Summit and the main decisions adopted during this event. He also spoke about the recently signed Regional Comprehensive Economic Partnership (RCEP) Agreement between 15 countries, ten of which are ASEAN members.

The meeting participants also discussed joint economic development and humanitarian cooperation between ASEAN and the SCO, including in the digital economy, transport, logistics and investment. The arties exchanged views on the current epidemiological situation in the world and vaccine development in the member states of the two organisations. They also shared their visions of the countries' post-pandemic socioeconomic recovery.

The parties exchanged opinions on possible cooperation formats in security, including with regard to countering terrorism, separatism, extremism, as well as cybersecurity, etc. Other discussion points included issues related to combating drug trafficking which are of concern for both regions. In this context, Vladimir Norov stressed the efficiency of the Regional Anti-Terrorist Structure (SCO RATS) in the area.

Vladimir Norov proposed intensifying the work of the analytical centres in the member states of the two associations, including engaging UN institutions in the joint discussion and timely development of measures to respond to modern challenges.

The Secretary-General thanked the ASEAN ambassadors and passed the ambassador of Brunei to China his wishes for success with Brunei's chairmanship in ASEAN next year.

The Memorandum of Understanding between the SCO and ASEAN secretariats was signed in 2005. The document formalises cooperation in combating international crime such as terrorism, drug trafficking, arms smuggling and money laundering, as well as economic cooperation in tourism, environmental protection and natural resources management, social development, etc. The parties agreed on a calendar of joint events for 2019-2020.
