On 3 August 2020, SCO Secretary-General Vladimir Norov presented an SCO Certificate to Vladimir Zakharov who has completed his tenure at the SCO Secretariat. Permanent representatives to the SCO Secretariat also attended the event.
The SCO Secretary-General noted Mr Zakharov's important contribution to the steady development of the Organisation and to raising its prestige in the international media space. "During his work, Vladimir Zakharov oversaw cooperation with the SCO Forum, research and development centres, public diplomacy institutions and media outlets. With his active involvement, over 40 important information and analytical materials on SCO activities were prepared and published in the media. He was a founder of the Organisation, and helped draft its regulatory legal framework and establish basic partner-like relations with other international and legal organisations. What is no less important, Mr Zakharov was a real mentor for young team members," Mr Norov observed.
Permanent representatives to the SCO Secretariat mentioned Mr Zakharov's professionalism and rich experience, as well as his active involvement in coordinating the concluding documents of meetings of the Council of Foreign Ministers, the SCO Heads of State Council and the SCO Heads of Government Council throughout 2019.
Meeting participants wished Mr Zakharov every success in his future academic and research work and expressed hope that they would continue to maintain friendly relations.
In turn, Mr Zakharov thanked the SCO Secretary-General and permanent representatives for valuing the results of his work and for their all-round support.
Vladimir Zakharov held various positions at the Russian Foreign Ministry for many years. In 2004-2013, he served as SCO Deputy Secretary-General. From September 2018 to August 2020, he served as Adviser with the SCO Secretariat's Information and Analytical Department.
