On 8 May 2019, before Victory Day, a floral tribute ceremony dedicated to the 74th anniversary of Victory in the Second World War was held at the Memorial to Soviet and Mongolian Soldiers in the Zhangjiakou municipal district (Zhangbei County, Hebei Province). By tradition, the ceremony was attended by heads and representatives of diplomatic missions, as well as military attaches accredited in Beijing.
The participants and speakers at the ceremony were Ambassador Extraordinary and Plenipotentiary of Mongolia Damba Gankhuyag, Minister Counsellor Ivan Zhelokhovtsev of the Russian Embassy in the PRC, as well as heads of local authorities from the Zhangjiakou municipal district and Zhangbei County. High-ranking diplomats and military attaches laid wreaths on behalf of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. Representing the SCO Secretariat were: Deputy Secretary-General Vladimir Potapenko, Counsellor Zhang Ling, and information officer M.R. Tuayev.
The memorial complex in the Zhangjiakou municipal district, Zhangbei County, Hebei Province, includes a 29-metre-high monument, a stele located next to the monument, and a tombstone on a mass grave of fallen soldiers.
The monument features the names of 66 Soviet and 59 Mongolian soldiers. The remains of 60 soldiers rest in peace in the mass grave which is located 300 metres from the monument on the site of fierce fighting.
The entire complex measures 396 square metres.
