SCO Secretary-General Rashid Alimov sent a message of condolence to the Russian Ambassador Extraordinary and Plenipotentiary to China. The message reads, in part:
"Mr Denisov,
"We were extremely saddened to hear about the tragedy in the Russian city of Kerch.
"The SCO Secretariat shares your pain and expresses its deepest condolences to the Russian people in relation to the inhumane act that claimed lives of dozens of innocent people.
"With all Russians, we mourn the victims and convey our condolences to their relatives and friends.
"With all our heart, we wish a speedy recovery to the injured in this horrible tragedy."
